The purpose of this manual is to provide business office procedures for the Departmental Manager, with minimal time requirements and maximum accuracy.
Each Departmental Manager should be able to follow the guidelines outlined in each section and successfully implement action required to achieve appropriate results. Examples of forms, schedules and process charts have been included with most sections and can be referred to when reviewing that area.
This manual has been written in compliance with the Lone Star College System Policy Manual, unless otherwise noted, and will refer to those sections as appropriate in parentheses. Other guidelines may have been developed to assist the Manager, in compliance with proscribed Lone Star College System Board Policies and other governmental requirements.
To enable this manual to reflect current procedures, to allow for changes and revisions and to remain in compliance with Board Policy, the following "decision grid" has been adopted. To initiate additions and/or revisions for consideration and discussion, submission should begin with the appropriate supervisor, as stated below, and will follow the proper chain of authority.

The Administrative Services Council will take one or more of the following actions:
- Adopt the addition/revision as recommended.
- Refer the addition/revision to members for study.
- Refer the addition/revision to CESD for clarification and recommendation.
- Refer the addition/revision to the Executive Council, if action is required.
